EU PPWR Starts August 12, 2026: What Food & Flexible Packaging Brands Need to Change Now

The EU Packaging and Packaging Waste Regulation (PPWR) generally applies from 12 August 2026, introducing a new compliance framework for packaging sold in the European Union. Immediate attention is focused on substances such as PFAS in food-contact packaging, packaging conformity documentation and traceability, while future phases will place greater emphasis on design for recycling, recycled content, packaging minimisation and harmonised labelling.

For food, coffee, snack, nutrition and other flexible packaging applications, the transition is increasing demand for recyclable mono-material packaging, PFAS-free packaging, lightweight flexible packaging and packaging structures designed for future recycling systems.

August 12 Is Here: PPWR Moves from Planning to Packaging Reality

For the European packaging industry, 12 August 2026 is one of the most important regulatory dates of the decade.

Regulation (EU) 2025/40 on Packaging and Packaging Waste, better known as the Packaging and Packaging Waste Regulation or PPWR, entered into force on 11 February 2025 and generally begins applying across the European Union on 12 August 2026. The regulation covers essentially all packaging, regardless of material or whether the packaging originates from manufacturing, retail, distribution or household use.

For brands selling food, coffee, snacks, supplements, pet food and other packaged products into Europe, this is more than another sustainability initiative.

PPWR is progressively turning concepts such as recyclable packaging, recycled content, packaging minimisation and design for recycling into measurable regulatory requirements.

The question for packaging buyers is therefore changing from:

“Is this packaging eco-friendly?”

to:

“Can we document how this packaging will meet current and future PPWR requirements?”

PFAS-Free Food Packaging Becomes an Immediate Priority

One of the most important requirements taking effect from 12 August 2026 concerns PFAS in food-contact packaging.

Under Article 5 of the PPWR, food-contact packaging cannot be placed on the EU market when PFAS concentrations meet or exceed specified thresholds, including 25 ppb for an individual targeted PFAS, 250 ppb for the sum of targeted PFAS and 50 ppm for PFAS including polymeric PFAS, subject to the measurement conditions established in the regulation.

This makes PFAS-free packaging one of the most commercially relevant packaging topics for food brands in 2026.

The issue is particularly important for packaging requiring grease, oil, moisture or oxygen resistance, including:

coffee packaging, snack packaging, bakery packaging, confectionery packaging, granola packaging, pet food packaging, frozen food packaging and takeaway food packaging.

Brands should not assume that a packaging material is automatically PPWR-ready simply because it is recyclable or paper-based. Barrier coatings, inks, adhesives, sealants and other packaging components also need to be considered within the overall material specification.

PPWR Compliance Is Also Becoming a Documentation Issue

Another major change is that sustainable packaging claims increasingly need evidence behind them.

PPWR requires manufacturers to carry out the applicable conformity assessment before placing packaging on the market and to prepare the relevant technical documentation. Where conformity has been demonstrated, an EU Declaration of Conformity must be drawn up.

For single-use packaging, relevant technical documentation and the Declaration of Conformity must generally be retained for five years; for reusable packaging, the period is ten years. Suppliers are also required to provide manufacturers with the information and documentation needed to demonstrate conformity.

For packaging buyers, this changes the supplier conversation.

Price, printing quality and delivery time will remain important, but brands selling into Europe should increasingly ask for information about:

material composition, packaging structure, substances of concern, food-contact compliance, recyclability evidence, recycled content where applicable, technical specifications and supporting supplier declarations.

In other words, packaging traceability is becoming part of packaging performance.

Recyclable Packaging Is Moving Toward Design for Recycling

PPWR's longer-term impact will be even greater.

The European Commission states that one of the main objectives of PPWR is to make packaging on the EU market recyclable in an economically viable way by 2030, while increasing the safe use of recycled plastics and reducing dependence on virgin raw materials.

The regulation introduces recyclability performance grades based on Design for Recycling (DfR).

Under the current framework, Grade A represents recyclability of at least 95% by weight, Grade B at least 80%, and Grade C at least 70%. Packaging below the Grade C threshold is considered technically non-recyclable. The detailed assessment framework is scheduled to phase in around 2030, subject to the timing of the relevant delegated acts, while the rules become stricter again toward 2038.

This is one reason why mono-material packaging has become such an important development direction for flexible packaging.

Traditional high-barrier flexible packaging often combines different polymers, aluminium, paper and coatings. These combinations can offer excellent product protection but may make separation and recycling difficult.

The market is therefore investing heavily in structures such as:

Mono PE packaging, mono PP packaging, recyclable high-barrier films, recyclable stand-up pouches, recyclable flat-bottom bags and lightweight flexible packaging.

Recent packaging developments in 2026 also demonstrate the industry's focus on combining higher barrier performance with mono-material PE or PP structures rather than simply removing barrier functionality.

That distinction matters.

A sustainable package still has to protect the product.
